DSS has introduced an updated Outcome Agreement and new Standard Terms and Conditions. This page explains what is changing, how the transition will be implemented, and provides resources and answers to common questions. It is the main source of information on the transition to the updated contract suite.

Who will use the updated contract suite

The updated contract suite applies to providers contracted under a DSS Outcome Agreement.

Providers delivering services under a Panel Agreement, including Residential Services Panel arrangements, are not affected by this change.

Key changes

DSS is moving from the current government template Outcome Agreement to a DSS-specific Outcome Agreement supported by new Standard Terms and Conditions. The updated contract suite builds on existing DSS contracts and reflects the disability support environment and the way DSS works with providers.

The updated contract suite provides greater consistency across DSS-funded services and strengthens areas such as safeguarding, privacy, data governance, quality and contract management. It also incorporates lessons learned from existing DSS contracting arrangements.

What this means for providers

  • Existing contracts remain in place for now.
  • Implementation will occur progressively over time.
  • Where possible, the transition to the new DSS Outcome Agreement will align with contract renewals, extensions and recommissioning activities

  • DSS will contact providers when the updated contract suite becomes relevant to their contract arrangements.
