This page contains information on the Review Panel for Needs Assessment and Service Coordination (NASC) organisations and Enabling Good Lives (EGL) sites
The Review Panel was established to review specific high-cost support packages, as part of the Independent Review external. It assists NASCs and EGL sites to achieve greater national consistency on high-cost support packages.
The Review Panel convenes as frequently as required, so decisions can be made and communicated quickly.
An assurance team triages applications before sending them to the Review Panel. They:
- assess applications and supporting evidence against the criteria and may seek further information from NASCs or EGL sites
- send complete applications to the Review Panel for consideration when all criteria are met and sufficient supporting evidence is supplied.
The Panel provides assurance to DSS that these funding decisions are in accordance with relevant criteria.

Review Panel Terms of Reference as of 1 December 2025
From 1 December 2025, NASCs and EGL sites must adopt the Community Group Home Pricing Model when planning and funding residential support packages. The Review Panel Terms of Reference has been updated to reflect this change.
NASC and EGL site responsibilities
NASC and EGL sites are responsible for:
- Ensuring applications have the required supporting evidence.
- Ensuring applications meet the eligibility criteria.
- Submitting complete applications to the Review Panel.
